"There is no war in Ba Sing Se" Maxim. What does it mean?

You know, I never really understood that proverb. "There is no war in Ba Sing Se". Apparently there's no state of war anywhere, so I don't understand why people say that. Is information technology just i of those old sayings?

I'thousand not trying to question if at that place is a war or go along with those crazy conspiracies or anything, since that would be absurd. Does anyone know where the proverb originated? Was it in some quondam aboriginal time when the earth was actually at war and it's still a tradition or something?
